The effectiveness of the public administration system depends on the level of professional performance of civil servants and the quality of implementation of government decisions. At the present stage, the world is at the stage of transformation of public administration institutions due to the development of digital technologies, which are a key factor determining the rate of economic growth and play a decisive role in increasing the competitiveness of the state. The introduction of digital technologies expands the tools for the work of civil servants, which requires updating their competence profiles. As a result, it becomes necessary to revise the qualification requirements for applicants for public office by expanding the list of competencies. The purpose of this study is to develop qualification requirements for knowledge and skills in the field of digital competencies necessary for the implementation of professional activities in the public service. To conduct the study, a comparative analysis method and an expert survey on the content and current level of development of digital competencies of civil servants were used. The authors identified the main, extended and special components in the competence structure that most accurately reflect the competencies that are relevant to the modern technological world.
