Bulgaria was integrated with the European Vertical Reference System (EVRS) in 2003 through the connection of the State Levelling Network (SLN) of Bulgaria to the United European Levelling Network (UELN) and Bulgaria's participation in the European Unified Vertical Network Densification Action project. The SLN of the Republic of Bulgaria is connected to the UELN and consequently to the EVRS through the last completed IIIrd realization of the SLN Class I, which was completed in 1984.
In 2010, the Ordinance No. 2/30.07.2010 on the definition, implementation and maintenance of the Bulgarian Geodetic System was adopted, which assumed that the reference height system of our country is EVRS. In this regard, in 2015 the Geodesy, Cartography and Cadastre Agency (GCCA) drew up a new Ordinance No. RD-02-21-1/09.07.2015 on the State Levelling Network Class I and II, which defines the procedure for the procurement, establishment, maintenance, acceptance and control of activities related to the SLN. In January 2021, GCCA proposed a new Instruction No. RD-02-20-1/15.01.2021 for the establishment and maintenance of the State Levelling Network, which should replace the currently used Instruction for Levelling Class I and II issued in 1980.
The article discusses the regulations in the new Instruction for the establishment and maintenance of the SLN, which aims to update the requirements for measurements with digital levels and to apply the International Association of Geodesy resolutions on the implementation of EVRS on the territory of Bulgaria. The stages of preprocessing and preliminary assessment of the accuracy of the measurements, computation of normal heights and geopotential numbers, assessment of the accuracy of level lines and loops, as well as the set requirements for the adjustment of the levelling network and the maintained SLN database are commented on. The comments and suggestions will contribute to the correct implementation of the EVRS on the territory of Republic of Bulgaria, will enable the realization of the State Levelling Network as kinematic and will support the activities in the realization of the International Height Reference System and establishment of the International Height Reference Frame.
