The monitoring of the quality of the environment is a key factor for assessment of the sustainable development of the regions and the living conditions in them. The aim of research was to examine changes in the quality of the environment at the regional level by applying of a complex index, called the Regional Environmental Index (REnvI). The index was calculated based on selected indicators, such as Delivered waste for preliminary treatment, Delivered waste for recycling operations, Share of population served by waste collection system, Overcapacity of landfill sites, Water used by households from public water supply, Share of population connected to public water supply, Share of population with water supply regime and etc. The objects of research were administrative-territorial units in Bulgaria at NUTS 3 level, according the EU legislation. The ranking for 2018 by the REnvI has been developed. The capital (Sofia) and the major cities of Bulgaria (Plovdiv, Varna, Burgas and Stara Zagora) were in the group of regions with high values of the REnvI. It was found problematic areas in North-Western Bulgaria (Vidin), North-Eastern Bulgaria (Silistra, Dobrich, Razgrad and Targovishte), South-Eastern Bulgaria (Sliven and Yambol) and South Bulgaria (Kardzhali and Smolyan) whose places in ranking for the entire studied period from 2013 to 2018 were only in the group of regions with low REnvI. The results of analysis are an indicator of a need to change the environment management policy at the regional level in Bulgaria.
