The SWOT analysis of the energy resources of hydrocarbons comes in the context in which the possibility of a black-out is very likely, and the lack of energy resources can cause major damage through enormous financial losses, which through the domino effect can spread economic and national insecurity. In this context, the SWOT analysis energy resources become an essential issue of national security and makes this paper of real interest. The authors consider that the security supply with energy resources of hydrocarbons of Romania is a strictly national security issue because the lack of energy resources can cause enormous damage to the national and European industry and economy, which are almost entirely dependent on energy resources. Romania cannot develop its defense industry, which is becoming increasingly vulnerable, without energy resources from hydrocarbons.. Romania must be prepared in the event of a crisis indifferent to its nature and face all the challenges at any time. Paper contains essential information’s regarding situation of hydrocarbons (natural gas and oil) from Black Sea in the context of energy security in Romania. The aim of the paper is to demonstrate that energy in all its forms can be a reason for cooperation and confrontation with connotations often military, generating wars that seriously damage all social environments and thus global welfare. The authors propose to suggest some actions for Romanian decision-makers of need to create energy stability factors in order to combat energy poverty, vulnerable consumers and ensure energy security.
