The research focused on the development and testing of the algorithm for the design of ambient air quality monitoring programs for areas affected by production, preparation and primary oil refining. This research was performed for about 100 production, preparation and primary oil refining facilities in the territory of intensive production of sulfur crude oil (Perm region, the Russian Federation) and it lasts for 4 years. During this work the levels of maximum and average ambient air pollutants concentrations in the areas affected by production, preparation and primary oil refining were modelled. The calculated data were verified by the results of systematic instrumental studies (about 1000 samples). Based on the data obtained, the inhalation health risk assessment for the population living in the areas affected by the industrial facilities emissions was evaluated. The priority influence of chemicals on the health risk levels were determined. Sources of priority substances emissions were identified. Territories for the monitoring stations were determined as the points of intersections of the zones with maximum health risk and maximum population density. Emission data, health risk assessment data and population data were mapped using geoinformation system ArcGIS 9.3.1
The research results made it possible to determine the principles for the targeted ambient air quality monitoring programs for the areas affected by production, preparation and primary oil refining, according to: technological specification of the facilities (including the identification of priority pollution sources), areas of emissions influence (size, pollution levels, living population), results of health risk assessment.
