Usually, the methods for noise abatement selected in the action planning for a city are prioritize according with the implementation costs or they are secondary effects of the other measures, which has a totally different scopes. Besides the costs, another effectiveness indicator is used: the number of people benefiting from the noise reduction. The issue of the approach is the fact that this indicator is global and nobody can deduct precisely the location of the persons that benefit of measures. In this way, the economical part cannot be linked directly to the specific city inhabitants. In this paper, we propose a new approach, which is an innovative combination of cost-effectiveness that can provide a more accurate information regarding the methods used for noise abatement, analyzed from individual the point of view and as a whole. We illustrate the method using a specific area in a city with more than 200000 inhabitants. In this area, we have a combine effect of several noise sources: road traffic, railroad traffic and industry, using the definitions and the assessment methods specified in Directive 2002/49 /EU [1]. This method can be extended to the entire municipality by splitting in areas with similar dimensions and has the advantage of a better overview of noise pollution in the areas, offer a tool for the prioritization of implementing a punctual noise reduction measure and represents a way of responsible cost management for the local public authority.
