The present paper aims to present the concept of the decentralization of pre-university education in the current context as well as how the benefits of the PISA tests can be capitalized by changing the teaching mode, by adopting the creative and personalized teaching model used by the Scandinavian countries. The decentralization of the pre-university education is the transfer of the authority, responsibility, and resources regarding the decision-making and the general and financial management towards the educational units and the local community. This creates the framework for an efficient collaboration between the school and community. The fundamental goal of the decentralization is that the decision to be taken as close as possible to the local level, at which the activities are carried out and need to be identified. The experience of the recent years has shown that the decisions taken at the central level cannot take into account all the situations and especially all the concrete needs and interests of the different institutions and individuals. The originality of this paper is that, by evaluating the new methods applied and the results of the PISA tests, we can say whether the decentralization in the Romanian education system is efficient.
