ANALYSIS OF RUSSIAN SCIENTIFIC RESEARCH IN THE ARCTIC ZONE

Within the framework of the work, monitoring and information analysis of the development of research activities of industrial, scientific and educational organizations, Federal and regional public authorities of the Russian Federation, as well as regional research centers in the field of study of the Arctic zone in 2017 was carried out. In total, data on 589 major Russian Arctic projects were analyzed, with a total funding of more than 130 million euros. The average volume of one conditional project amounted to about 200 thousand euros, with a 10 % decrease compared to 2016. The main source of funding is the Federal budget, which contributes just under 80% to the financing of all projects.
The scientific direction "Development of science and technologies of development of the Arctic" is in the lead about ongoing projects, according to which the amount of funding in 2017 amounted to 20% more than in 2016. In the same proportions, the amount of funding in the scientific direction "Public administration of social and economic development of the Arctic zone of the Russian Federation" increased. The most impressive growth of about 2.6 times showed the financing of the scientific direction "Environmental management and environmental protection. Ensuring environmental safety in the Russian Arctic. Problems of climate change in the Arctic", the amount of financing in 2017 amounted to more than 15.7 million euros, aimed at the implementation of 100 projects. The strongest decline, more than 4.2 times, showed the financing of the scientific direction "Development of information technologies. Formation of a common information space in the Russian Arctic", about 1.6 times decreased funding for the scientific direction "Rational use of biological resources of the Russian Arctic". In general, in 2017 the financing of Arctic-related projects is less than 1.9% of the total financing of the research work of the Russian Federation. |
