Authors examined particularities in shelf oil and gas production. Social-economic aspects have been revealed of consequences during underwater production and pipeline transportation of hydrocarbon crude. Volumes of losses from emergencies at pipelines and platforms were analyzed with differentiation of principal world shelf oil and gas production regions. Loss volumes were estimated for the North-Eastern European region with reference to components of hydrocarbon production and transportation systems. Methodical approaches were proposed for social-economic assessment of consequences of oil and gas production with taking into account emergencies and accidents risk. Multi-level monitoring system for of oil and gas facilities conditions and associated geological environment was created to solve safety tasks. The system is based on a principle of systemic multi-disciplinary integrated investigations, which include surface and GPS (satellite) survey, engineering-geological, geophysical and geotechnical measurements as well as different-scaled subsurface, surface and satellite (remote) area georadar surveys.
