A modern cadastral system should meet it requirements. These requirements relate mainly to the way of cadastral data access. The definition of cadastral system turns out to be not sufficient in the context of the on-line formula, because cadastral system is a distributed and extensive. The data of this system should be compatible with other information systems. In the presented paper, the author proposes the definition of a cadastral system relating to the most important element of the data quality which is the semantic consistency of the data. Functional and technical architecture should achieve and maintenance consistency of the data. Unfortunately, the cadastral system has many inherent features that remain in conflict with the on-line formula. These characteristics have been identified as enemies of the on-line system. They will be identified and discussed in the paper.
