We consider formation of the knowledge database within geographic information systems for support the managerial decisions on the development of spatially distributed systems and territories. Knowledge database built on systematized and formalized the laws of development of objects, phenomena, events of the subject area, obtained through theoretical studies, practical activities and work experience that allows professionals to formulate and solve management problems. To represent ontologies in the knowledge base it is advisable to use the frame model of knowledge representation, due to the possibility of inheritance, polymorphism and linkage between the frames. Methods of inference and precedents represented in the geo-information system in the form of production rules, and structure and maps of the development objects in the form of semantic networks. The obtained knowledge allows creating two types of decisions: decisions on transfer of responsibility in the system of management of the territory, decisions on the development of existing and potential sites, clusters and areas as a whole.
