An important aspect of the management of territories is the possibility of constructing models describing the behavior of the territory (managed system), which predict the response to control action. The processes of territory management and organizational systems closely links with the concept of damages (risks). When we talk about geo-processing management, we use the concept of ?geo-hazards?. The work is devoted to the problems of applying the classical theories to new problems: the description of the behavior of organizational systems (areas) in the geographic information space. Describe the various categories of conditions presented in the form of data distributed in space and time, and have a significant effect on possible losses from inefficient management. Explores models of mono - and multi-territorial representation controlled territory. A new approach to the assessment of geo-hazard enable prediction of the behavior for the organizational system for territorially distributed objects of the system. We base this approach on applying stochastic models to describe the behavior of risk factors, separated in space and time. We show the analysis of the possible use of this approach in multivariate problems.
