For years it has been evident the presence of regions with significant surface water and groundwater deficits due to negative climate change impacts such phenomena as global warming, which contributes to enhancing water demands in the country. In order to rationalize water resources management one should minimize the water variability in time (during periods of drought and floods). It should be emphasized, that in recent years increasing frequency of floods, their wide coverage and economic impact justifies taking more and more costly activities aimed at reduction of the existing flood risk and limitation of the damage of tangible and intangible assets. These activities include, among the others, construction of reservoirs and small retention facilities and maintaining their proper environmental and technical conditions. The article discusses in detail the water resources management in the Subcarpathian region. Rational use and protection of these resources is also discussed. The risk analysis is carried out taking into account the hydro-geological conditions of the Subcarpathian province and the need for the development of small retention program.
