The key issue of Polish municipal waste management system is still too little progress in subjecting waste to recycling processes. Legislative changes implemented in this area are intended to build a rational and integrated system that meets the stringent requirements of the European Union. A set of requirements for the formal regulations generates the need for a comprehensive approach to waste flows between participants of the system. Adoption of such a course of action enables to meet the mandatory requirements relating to, among others, the levels of recovery, recycling, storage constraints and the implementation of technology of energy recovery or raw materials from waste. The use of the process approach in the analysis of waste management allows to systematize the action and to evaluate the relationships between them. In waste management, this approach allows the use of good practice in the area of logistics to optimize the flow of waste streams for their effective management. The article presents the results of the structural and functional analysis of the waste management, which enabled the presentation of the current image of the waste management system. Statistical analysis of data including streams of municipal waste collected in a representative area of waste management, as well as conducted qualitative research using techniques of social research allowed the identification of technological and logistical problems of waste management system. As a result, there have been developed a set of recommendations for a comprehensive and systemic waste management support for the effective implementation of measures to improve the management of municipal waste streams.
