The priorities of the state policy of the Russian Federation in the Arctic is determined primarily by the Strategy of development of the Arctic zone of the Russian Federation and national security for the period up to 2020, approved by the President of the Russian Federation. In the framework of the activities of the Russian State Commission on Arctic development a working group "Education and Science" under the leadership of the Ministry of Education and Science of the Russian Federation. This group had analyzed the current situation and challenges today for the sustainable development of the Arctic regions, and had identified the main challenges. Accounting and the viewing of these challenges allows to prevent those negative consequences, which at present are real threats to the sustainable development of the Arctic regions. Considering these modern challenges and threats, the Ministry of Education and Science of the Russian Federation developed the Analytical Coordination Program "Comprehensive research of the Arctic", with the interests of the Federal and Arctic Regional Governance bodies. The necessity of the Analytical Coordination Program due not only to the importance of coordinating of the Federal and Arctic Regional Governance bodies, but also the necessity of mutual coordination of activities with the research foundations and educational and scientific organizations which make the scientific and technological activities in the Russian Arctic. The mechanism of the Analytical Coordination Program will ensure the coordination of integrated scientific studies of the Arctic in the interests of economic and scientific development of the Arctic and the formation of appropriate scientific, technical and technological futures. It should be noted that the program fully reflects the Arctic regional needs and prospects.
