The paper deals with the food and water emergency supplies during the Natural and technologic disasters, or other emergency events. Vital foods are defined. There are many risks related to the organizing of the supplies on government level and also risk related to the behaviour of people in emergency event. There are several main risks that threatens the emergency food supplies. Each of them is connected either to technical factors or human factors or combined. Human factors include stress, behaviour under time and food shortage pressure, the psychical liabilities, as well as criminal behaviour more often aggressive and selfish behaviour. The human factor can cause also the problems with logistics, supplies resulting to the food smuggling. Criminal behaviour includes historically well-known organized crimes resulting to interruption of vital food supplies. The risk prevention and elimination includes all the subjects of the supply chain. The highest responsibility is up to government on the all levels. Good discipline and sense for community responsibility plays a fundamental role, generally, in each level, even within the each family - a basic cell of society. The paper gives detailed answers how to eliminate the risks of shortage in emergency supply by the vital foods.
