The aim of present research refers to identifying how the population influences the development of services of general interest. Among the methods that were used for research are found: bibliographic study, field research, application of questionnaires, obtained data interpretation after questionning and comparing them with the existing data base on statistical county. The attempt to clarify how the requirements of human society takes a historical constant, analyzing these requirements closely linked to the evolution stage that is at one time human society, but also the wishes, arguments and perspectives of those who are part of it. Theoreticians and practitioners, field specialists have tried hard to catch in abstract constructions the human nature, knowing the complex facets that can strengthen the human species. The present research can be a way of public awareness on the possibilities for better management of various types of services in order to be able to develop future activities, without being forced to migrate to other regions or countries better developed. The general interest is a criterion that defines the operation of the state, and also a restriction imposed the practice of public authority, symbolizing a symbol of state power, being the only jurisdiction to determine collective attention. In the twenty-first century, financial constraints, aspirations towards internationalization, the genesis of new technologies, demographic, decentralization and people's increasing expectations from the public sector turned in crucial conditions for change.
