Importance of seismic hazard estimation of low active territories of Western and Eastern Europe, Ural, Western and Central Siberia and other regions is an important problem. First of all, it involves both maintenance and construction of industrial facilities, which is not designed for seismic effects, as well as the omission of huge low activity areas reduces the scientific level of seismological studies and quality of seismic zoning maps of territories of Europe and Northern Eurasia. Absence of calculating technique of seismic hazard for the low active territories was the cause of its development in Mining Institute of Ural Branch Russian Academy of Sciences. This paper shows features of method of the seismic zoning method for the low seismic activity regions. They are characterized by a small number of earthquakes and the maximum magnitudes reach M=5?6. The method is based on the identification of the geodynamically unstable zones on the complex of geological and geophysical data and the calculation of the seismic potential of the region. Features of identification of the geodynamically unstable zones are generalized for the east of the Russian, Pechora, West-Siberian plates and the territory of the United Kingdom of Great Britain and Northern Ireland. These zones are different with their properties of structure and dynamics of processes, which strives to destabilization under the effects of regional and global forces and expresses in seismicity. For the first time for refinement of the regional model and substantiate the existence of these zones, a connection has been established between the deep structure of the regions and such zones. The data of deep seismic sounding is used to study of this problem. The practical significance is the creation of more accurate models of the geodynamically unstable zones, which is the basis for the calculation of seismic hazard.
