Besides the effective traffic management on sections of the road network, important for large cities and metropolises, the problem of eliminating the negative consequences from the delay points is topical. The delay point is the part of the road network on which the vehicle has to stop or slow down due to obstacles. The greatest difficulty is the fight against unforeseen delay points that occur on multi-lane roads at an arbitrary time in an arbitrary location. Examples of such delay points include traffic accidents, damage to the roadway, foreign objects on the lane, etc. The retention of the capacity of a road network part in such a case can be ensured by a predictive dynamic redistribution of traffic flows by lanes. Infrastructural methods involving planning and physical construction of sections of the transport network are not applicable in this case, since the place and time of the delay point are unknown a priori. To effectively eliminate the delay points on multi-lane sections of the road, it is necessary to apply massive prescriptive control actions, which requires the complex application of various methods for assessing the road situation, making decisions and informing road users. To date, there are many technologies that allow you to collect primary information about characteristics of a traffic flow, as well as the incidents that have occurred. The article proposes an approach to determining the delay point on a multi-lane road based on the primary information on the characteristics of the transport stream, which allows us to identify not only the fact of its presence, but also to determine the point of decision-making about the redistribution of flows.
