Large arctic projects, both on land and at sea or in coastal zones, have to include the management of natural risks using the tools of geo- information support of decision-making, as part of geo-information management for territorially distributed systems. We consider the development of a system for monitoring the versions of data within geo-information support for Arctic projects. Data can come from different sources, including satellites. Then obtained data are combined into a single network (cluster) to create a single information field for stakeholders based on blockchain technologies and Big Data. Geo-information support of decision-making in natural risk management within large arctic projects is an important component of costs. We propose to use some innovative technologies as blockchain and big data within geoinformation management. The aim of the research is to elaborate innovative technologies for the development of tools for geo-information support in the tasks of managing natural risks in the context of climate change, using blockchain, big data and network technologies for collecting, archiving, processing and dissemination of information. Some of data refers to fuzzy sets, the results of soft measurements, so they to be processed with methods of soft computing and measurements. In article, we present results of successful research in recent years at the Institute of Arctic and subarctic of the Russian state hydrometeorological University. The results of the research have significant novelty and can be used in carrying out major infrastructure projects.
