Access time is the most influential factor in determining access of people to healthcare services, be them urgent medical services or related medical services. The analysis on access times to the current public health infrastructure highlights the uneven spatial distribution of the main public health infrastructures, and also reveals some areas with access restraints. In this case, work is needed to develop hospital infrastructure so as to eliminate territorial disparities in terms of access. We employed ArcGIS Network Analyst to perform our analysis. Time frames for running the model showed the spatial-territorial reality regarding accessibility to emergency care units and hospital emergency rooms and also highlighted some critical points (hotspots). The purpose of the study is to remedy any identified territorial dysfunctions and improve emergency care services, which will directly and positively influence the life quality of the inhabitants of Arad County, Romania. The most dysfuctional administrative-territorial units in terms of time access are: Petri? with 88,93 minutes, Halmagel with 70,45 minutes and Savar?in with 68,19 minutes. The shortest access time was identified in Santana with 8.38 minutes, Arad with 9.11 minutes and Sebi? with 9.81 minutes.
