The runoff of arctic and subarctic rivers is an important factor to be considered in climate change. The throughput of river beds has a direct impact on runoff and is influenced by many geographical factors. To date, there is no established methodology for quantitative assessing throughput of river beds in the face of climate change. We present the results of the development of geoinformation technologies to quantify throughput of Arctic and subarctic river beds while climate change. As a methodological basis, we use the basic provisions of geoinformation management, including natural risk management. The most important factor determining the change in the throughput of river beds is their overgrowth by different types of aquatic vegetation. We have developed a method for assessing the roughness coefficients of the river bed, taking into account the catchment area of the river and the vegetation phase of aquatic vegetation. The main initial data for the analysis were the materials of hydrometric observations. The proposed calculation dependences allow to determine the roughness of the river bed, based on the information contained in modern information systems: hydro-morphological characteristics and climatic parameters of the region.
