The process of road construction in Poland, including mainly new sections of motorways, was intensified until 2012, when preparations for the European Football Championships were underway, to which events Poland was a co-organizer. And although this process has contributed to a significant improvement of the road network - various categories (mainly motorways and expressways in the east-west direction), the satisfactory state of road density and technical condition is lacking. Technical, financial and legal aspects are very important, but at the moment the care for the environment also forces investors to take actions in the field of environmental protection and ecology. Therefore, the article will present plans for the implementation of road investments in Poland from the point of view of the program of road construction implementation until 2023, taking into account the level of advancement of investment and the rank of technical road. At present, every construction investment, including roads, is subject to an Environmental Impact Assessment (EIA) procedure. The paper will present the legal framework of European Union regulations and their correlation with the law in Poland in the perception of the EIA Report as an institution, the scope of multi-criteria aspects of EIA reports, including Natura 2000 areas, will be discussed. In addition, the results of studies and analyzes of selected EIA reports for various categories of road investments will be presented along with an indication of the most frequent errors for reports prepared in Poland.
