A problem of presence or absence small changes determining on the reflecting surface during the observation session is often occurring while solving many problems of space monitoring. Examples of such problems are the ice situation forecasting, emergencies forecasting and detecting (i.e., fires, floods, landslides, mudflows, etc.), detection of forest areas unauthorized logging, forecasts of agricultural yields, analysis the sea surfaces, and many others. For reliable detection in reviewed situations, they recommend using a group of small satellites which could form statistically independent radar images. The algorithm of the classification of the reflected signal for two surfaces with different radar cross-section on a set of radar images is considered in the work using the analytical method and the method of statistical modeling, and also the case of the same surface in the presence/absence on its changes is analyzed. Specific recommendations on the choice of the number of satellites with different characteristics of reflecting surfaces are given.
