During the experimental and theoretical studies of the sea surface in the infrared range, it was proved that the microbubble air layer of the sea surface discovered earlier can be used as an indicator of the magnitude of the heat flux on the border of the sea-atmosphere. The result was obtained by developing a method for the simultaneous determination of the reflection coefficients, temperature and wave state of the sea surface measuring the radiation of the sea surface and atmosphere in the infrared range in a wide range of angles. The effect of correlation between the reflection coefficient of the sea surface and the intensity of atmospheric radiation through a mirror beam at near-horizon angles is used to determine the dispersion of sea wave slopes. It is shown that the concentration of the air in the microbubble layer serves as an indicator of the magnitude of the heat flux. The method of measuring the parameters of the microbubble layer, which includes the radiometric system the IR range that allows to monitor the heat flux of the sea surface, is proposed. The system of the remote sensing of the parameters of the microbubble layer can be created on the basis of the approach in which the variable radiation of the atmosphere on the slope of the absorption lines of atmospheric gases is used as a variable radiation beam along the mirror ray.
