This paper details findings of the complex research aimed at the strategic planning effective instrument finding and postulates that simulation with agent-based models implementation can become this instrument. Every city model is an immensely complex artefact, as it should be a set of interrelated digital twins of social living and infrastructural non-living objects, which are to reflect the real objects in the dynamics of their lifecycles, at the same time, providing an opportunity for developing effective control measures and means. If one considers an active agent to be an intellectual entity, and wants to model their behaviour, it is necessary to look for the agent?s motivation. In the model, motivation for every individual?s act or action is represented through their needs. Common algorithms of needs meeting in the form of recipes are stored in the main data base of the model, in Global Knowledge Base. This paper also delivers description both in verbal and graphical forms the algorithm of recipes implementation.
