In this article, the issues of perspective development of telecommunication networks in the era of structural shifts in the socio-economic system are considered. To solve the problems arising in the course of this transition, the goals and objectives of the research are formulated, within the framework of which the peculiarities of the development of telecommunication networks have been revealed and the stages of their evolution have been determined, taking into account both the growth of the technological infrastructure and the growth of the users' needs. The criteria for the transition to the next stages of the development of telecommunications networks are distinguished, taking into account the changing needs of users. A model of telecommunication needs has been developed that takes into account the model of A. Maslow's needs, which determines the level of interaction with the telecommunications infrastructure in accordance with the levels of the needs model. The phases of the development of the telecommunications infrastructure are determined, taking into account the hierarchy of needs in the communication services in accordance with the authors' model. A conceptual model of building a telecommunication system based on the hierarchy of telecommunication needs was developed, correlating the levels of needs in telecommunication services with the required level of development of the telecommunications system. These results provide an effective tool for managing the telecommunications infrastructure and ensuring its competitiveness in the era of digital transformation of socio-economic structure.
