The article presents a generalized vision features limitations in the use and development priorities of economic activities within the coastal zone. The progress of administrative and territorial structure reforming, the united local communities forming on the example of seaside regions of Kherson region were analyzed. It was also revealed that decentralization processes in coastal regions are slowed down. The factors influencing the implementation of the territorial system reform and possibilities of integrated coastal zone management are determined. The article justified such important measures of integrated management and coastal regions planning: strategic environmental assessment of all economic activity types; a combination of sectoral and territorial principles of management in the coastal zone in the form of sea-based complexes; zoning of coastal areas for differentiated use planning of territorial resources; introduction of a balanced integrated environmental management system that involves sectoral and vertical integration. The key provisions of the integrated management and sustainable use management strategy in the coastal zones have been identified on the conducted research.
