Ensuring safety in a territory is one of the basics tasks public administration is engaged in. Safety for the residents living in a neighbourhood is an integral part of safety planning. Safety plans include measures for selected areas associated with risks that may appear in that area. The most significant documents for safety planning are emergency plans, crisis plans and all other related plans. Preparing a safety plan is very closely linked to area planning, which is generally separated into analytical planning materials and land-use planning documents.
This research project is being conducted in the Czech Republic and proposes new principles for area planning solutions concerning territorial safety and sustainability. These principles are based on defining ?areas of interest in civil protection? that are closely related to expected risks and consequently setting ?civil protection requirements? for these selected areas of interest. The research results should be useful, as they will be provided by a research team consisting of academics and public administration representatives involved in the field of civil protection. New modern concepts for creating links between risks, areas and requirements from a civil protection point of view govern the basic concept of ensuring territorial safety. |
