At the moment, there is a significant problem of the Russian industry lagging behind world levels. The reason for this is the rupture of connections between social, natural and economic systems, consideration of economics in isolation from the law of nondecreasing growth rates of free energy of living systems. As a result, there was a need for the creation and development of an ?economic system - an industrial enterprise?, i.e. creating a flexible, diversified and receptive to innovation system in order to increase its viability. After analyzing the strategic goals and tools to achieve them by the leading metallurgical enterprises of the Russian Federation, we see that the key elements of the strategy of the leading metallurgical enterprises are: efficiency improvement program, sustainable development, customer focus, labor protection, industrial safety and the team. For most companies, the priority issues of strategy are also the issues of positioning the company in strategic markets (except for PJSC Polyus) and expanding the ore base (except for PJSC MMK). The economic approach to the concept of sustainability is based on the theory of the maximum flow of total income, which can be produced, provided at least the preservation of the total capital with which this income is generated. The social component of sustainable development is focused on people and is aimed at maintaining the stability of social and cultural systems, including reducing the number of destructive conflicts between people. From an environmental point of view, sustainable development should ensure the integrity of biological and physical natural systems.
