The relevance of the results. Significant natural resource potential of Russia requires its prudent use. At present, environmental management programmes have been adopted and are being implemented in most countries of the world. In the European Union (EU), environmental production per unit of GDP has increased by more than 50% in the last decade, and the world Bank estimates that six trillion euros should be invested in clean technologies in developing countries in the next decade. Russia has a system of measures aimed at the rational use of natural resource potential and environmentally safe use of natural resources. At the same time, the existing mechanism does not fully protect and improve the quality of the use of natural resources. The main problem, in our opinion, is the need to implement an integrated approach to identifying problems and ways to solve them, as well as full support for measures to implement, that is, the development and implementation of environmental management policies at various levels: interstate, state, interregional, regional, sectoral, as well as individual enterprises and their associations Purpose of research. To analyze the problem of improving environmental management policy from the point of view of creating a multi-level system of its implementation. Expand methodological and methodical approaches to solving this problem. A description of the methodology. The creation of a multi-level policy of environmental management as a promising direction of environmental management and environmental protection involves the theoretical justification for the allocation of different levels of its implementation: (interstate, state, interregional, regional, sectoral, as well as individual enterprises and their associations) and the development of specific structures, organizations, complexes of measures to implement and support their implementation at specific levels. Main results. The systematization of the elements of environmental management policy in accordance with the levels of their implementation. The structure of the selected levels and their interrelation is defined. It is proposed to allocate the interstate level of environmental management policy for the SCO countries.
