The paper deals with the problems of the modern economy in terms of the system paradigm, the possible progressive development of socio-economic systems based on the law of harmony, expediency socio-humanitarian model of society. The decisive role in the country's economy is emphasized in the quality of human resources, the harmonization of which requires a high level of intellectual capital and good physical health with the reduction in the working-age population. The studies revealed the problems of efficiency and stability of the Russian health system development. Using the law of proportionality, a rational combination of state participation and selforganization at all levels of government in the field of health care has been determined. The authors suggest the definition of the category of ?sustainability? in regional health, as well as the integrative condition of sustainability, namely, financial position, innovative development, and sustainability of interaction with the socio-economic system of the region. A new approach to the consideration of the mutual influence of the sustainability of the health system and the socio-economic development of the region is proposed.
