The article will attempt to highlight the contemporary problems faced by local selfgovernment in the conduct of environmental policy in the administrative-territorial units. The role of the administrative and territorial units in the organization, management and control of the implementation of the environmental policy in the municipality will be presented in accordance with the areas of competence and the possessions. We will also try to outline the distribution of the responsibilities of the local authorities and the central executive in conducting the environmental policy in the administrative-territorial units. In this way, we will look for opportunities to increase the effectiveness of local policy and evaluate the effectiveness of the measures implemented at national and local level. Attention will also be paid to the challenges of local economic development planning, as it is essential for building, improving and rehabilitating both the social and economic capacity of the region and the implementation of an effective environmental policy geared to improving the quality of life in the administrative-territorial unit. An important place in the planning and implementation of environmental policy at regional level should be linked to an assessment of the role of the public, private and non-governmental sectors that should be collectively engaged as their joint efforts will create better conditions for balanced regional economic growth, through which to implement the policies and measures for environmental protection in the region and in the country as a whole. In determining the effectiveness of the environmental policy carried out, the capacity of local communities to improve the quality of life in the region they inhabit and to create new social and economic opportunities in concentrating common environmental efforts at both regional and local level, as well as on the national territory.
