Traditionally, the rural areas are characterized by a lower level of social sphere development, a limited range of services offered, difficult access to part of the population, etc. The demographic resources of these territories have specific features and require target development policies that will limit the depopulation of the rural areas. The social entrepreneurship is seen as a mechanism for solving social problems in rural areas and social enterprises are seen as a way to promote the active integration of vulnerable groups of the population. The aim is to achieve stability in areas where most of the population is most likely to drop out, such as education, health services, the labor market. In the recent years there have been no European strategic documents in the social sphere that would not prioritize social enterprises as a social policy instrument. Achieving a sustainable, effective, and accessible to a wider range of people social sphere is the key challenge for authorities at all levels of government.
