The quality of environment is one of the most important factors which effects on the living conditions. Ordinary people hardly understand the general statistical data at national level for environment but they assess by intuition and show on government and local authorities their opinion for pursued policy. The goal of research was designing an integral index for complex assessing of environment at regional level by studying and analyzing of used indicators for monitoring of environment at this administrativeterritorial level. A set of indicators, used past 15 years in Bulgaria, was studied and the most important indicators were choose based on criteria such as relevance, significant, representativeness and etc. The index was calculated based on selected indicators, such as population, served by municipal waste collection systems, tangible fixed assets with ecological use, population connected to public water supply, sewerage system and wastewater treatment plants and etc., by applying of a method similar of the distance method. Generally, the index presents a distance between studied region and a hypothetical region with the best values of indicators. The proposed method was tested with the last available open official data for Bulgaria, obtained by the National Statistical Institute. The results showed the adequacy of the applied methodology. The problems during process of indicators selection were described. The designed index can be used as a tool for active regional policy, effective and efficient using of public and private resources ? financial, human, natural and etc., which effects could be decreasing of depopulation of regions, decreasing of disparities between regions, reducing the use of natural resources and finally, sustainable development of regions and better quality of life.
