The activities of public utilities are regulated by various regulatory and subordinate acts of administrative, civil, financial, housing and urban planning legislation. The efficiency of such a complex system, as utilities, depends primarily on who and how controls the industry, as well as regulates its activities. The state has already taken the most important steps for more efficient development of the industry, not only in terms of regulatory support, but also in terms of financial support and an organized reform management structure. Now the industry is developing, and departments are taking the necessary measures and developing measures for the further development of the housing and utilities sector. However, not all processes remain complete. In modern economic conditions, the use of an adaptive management model will be relevant. This is the kind of management in which a management system is created that is able to quickly adapt and quickly change the parameters of sustainable development, depending on changes in the internal and / or external factors acting on the territory. Priority will be a situational approach, in which the implementation of management methods and tools will be determined by the specific situation prevailing in the territory.
