Territorial risk analysis and assessment present current problem for optimization of these processes in regions, districts and municipalities. Threat scenarios need to be evaluated together with existing vulnerabilities in territory. From crisis management point of view, preparedness (protective measures) also need to be evaluated to form complete picture. Risk mapping allows its users represents possible approach for all these elements to be evaluated together at a same time.
Vulnerability and risk mapping are usually carried out using methods for hazard vulnerability analysis. This article reacts to the ongoing attempt to unify risk assessment methods for the needs of the Czech Republic's crisis management. The aim of this contribution is to present possible approaches to this problem and describe the advantages and disadvantages of them. On the other hand, also the possibilities of implementing semi-quantitative and quantitative evaluation systems.
The article mainly focuses on the risk mapping method used by the Fire and Rescue Service of the Moravian-Silesian Region and index methods such as the Social Vulnerability Index, which particularly useful for emergency plans and maps of territory. Quantitative approaches are represented by discussion of available vulnerability and fragility curves and their usage for consequence modelling.
