The paper considers the model of formation of students? environmental and legal competence; gives a comparative analysis of the three components of the environmental and legal competence: motivational and values-based, cognitive and activity-based components; identifies the four groups of students: preschoolers aged 5-6 years, primary school students aged 7-10 years, middle school students aged 11-14 years, and senior pupils aged 15-18 years.The results of the survey, testing before and after the introduction of the model of formation of the environmental and legal competence served as an empirical basis. The research data identify the most important (sensitive) stages in formation of the discussed competencewhich is to have an impact on the level of ecological culture in general. The paper shows the effectiveness of the application of some specific pedagogical methods and the inclusion of the environmental and legal component in the formation process of the environmental and legal competence; reveals the positive dynamics of most components of this competence, including the ability to analyze environmental and legal situations and make decisions in accordance with the regulations of the environmental law.
