Over the 21 century, the analysis of human capital has taken on a progressively more central role in discussions regarding the growth and success of nations and regions. The systematic development of human resources has for some time been an important consideration for national policy-makers throughout much of the developed world. Human resources, traditionally known as labour, are vital in order to support and ensure continuous regional economic growth. Human resource development (HRD) refers to the stock of productive skills and technical knowledge embodied in labor. It is reflected in the increased emphasis that is nowadays given to issues such as lifelong learning, equal opportunities, social inclusion, employability and what has come to be known as the knowledge economy. Human development has moved to center stage in regional development theory. Regional economic development is critical to all countries. HRD is a key driver and component of economic development. From the viewpoint of regional economics, human resource development is investment in human capital, and hence human capital is originated from human resource development. Human resource is the key to the development of economic society. The contemporary society is of knowledge economy, where human resource is the first resource. Human resource development is of great importance to the implementation of every regional development strategy.
