The article is devoted to the development of software tools to support elimination of wildfires in small regions lacking governmental financial resources and using volunteer help for in situ and remote activities. The latter activities include not only training but also monitoring and even creation of scripts, databases, web applications to simplify governmental firefighting service work and make some of their professional cases public. Murmansk regional forest firefighting service (located in northern Russia) give an example of cooperation between local authorities, services and university to improve professional activities with coordinated volunteer help. Students not only work in situ during fire hazard period but also inspect situation with fire dynamics and location of firefighting forces that have volunteer groups as additional part. Volunteers cannot use federal systems with restricted access, such as ?Rosleskhoz ISDM? (Remote Monitoring Information System). The tasks, methods and results of forest fires research in extremely hot summer of 2018 in the vicinity of specially protected natural areas in Murmansk region are presented in the paper as an example. The simplified algorithm for researching of forest fires dynamics and consequences with spatial treatment technologies, R programming language and open data is proposed. Open access portals are chosen to be used (Diva-GIS, OpenStreetMap, Protected Planet, Fires.ru, Glovis, Earth Explorer). Developed scripts provide heat points and plumes of smoke detection, NDVI calculation and area vegetation classification from satellite gridded data (Landsat-8 OLI TIRS). PostgreSQL database with OpenStreetMap regional data in PostGIS and pgRouting extensions is created to maintain firefighting information. Web application with interactive map will be implemented in R (with shiny and leaflet packages) to visualize regional aspects of wildfire fighting, in particular, the governmental service structure and amount of interacting with volunteers resources to be used. Web application is also a way to report news and recommendations for ordinary civil people and professional communities in region, in Russia, and worldwide.
