Flammable liquids in motion when is transporting by pipes, is mixing, pumping, filtering, agitating or by pouring them from one vessel to another can generate static charges even if the respective pipes or vessels are bonded and earthed. Also, loads may occur if the liquid is splashes and forms a mist inside the vessel (tank, container). Accumulation of static electricity can, under certain conditions, be discharge and ignite the explosive atmosphere.
In the paper are presented some aspects regarding the technical, organizational requirements and responsibilities of the personnel designated to prevent the formation and accumulation of static electricity when loading diesel fuel tanks, starting from a case study, respectively two explosions which occurred to a company during the loading operation. Factors that need to be considered for controlling static electricity growth in flammable liquids and preventing explosive atmosphere formation in the case of diesel are analyzed, such as: - Extended of the fill pipe to the bottom of the tank or enter from below to minimize mist formation - Reduced loading speed - Adding antistatic agents to increase the conductivity - Bonding and earthing the pipes and vessels - Prohibition of alternate loading of petrol and diesel in transport tanks, and others. It is emphasized the importance of correct and competent assessment of the explosion risk and the stabilization of the protective measures suitable by the employer according to the Directive 1999/92/EC |
