Flooding of peatlands occurs within the framework of the International Climate Initiative. The European Climate Initiative supports projects aimed at protecting the climate and ensuring a favorable living environment. Investment projects to restore wetlands should take into account environmental risks for the purpose of sustainable development of the region. Ryazan Meshchera is one of the main places for water reclamation activities. The main goal of flooding drained peatlands is to reduce their fire danger. To assess environmental and social risks, integral fire risks due to the presence of peat soils and changes in the economic use of land after flooding of peatlands were taken into account. Analytical modeling of these risks was based on the results of digitization of the data Bank on the spatial distribution of soils with different degrees of fire hazard in the Ryazan Meshchera, cases of fires in localities, land use, and sociological surveys. The creation of an analytical risk assessment model was based on computer modeling of complete restoration of wetlands and changes in the spatial distribution of soils with different levels of fire hazard. The influence of landscape type on fire hazard reduction and the level of investment risks in the restoration of wetlands has been established. Using a mathematical model that sets the normal (Gaussian) risk distribution, a spatial forecast of the fire hazard level of the lands surrounding the flooded peatlands was made. Maps of environmental risks has been created: the current risk of forest fires and the expected reduction of risks after changes in the reclamation status of fire-prone peatlands. The final investment risks for projects implemented on lands with restored wetlands have been determined, and priority projects have been identified.
