The negative impact of airports and the protection of human from it must be taken when planning the use of land plots located near these objects.
Restrictions on the location of residential development and limits the possibility of area use affected by the aircraft noise, are implemented by law in many countries, such as USA, UK, Germany, France, Denmark.
In accordance with the requirements of the legislation of Russian Federation civil airports have to set boundaries of the «aerodrome environs». The concept «aerodrome environs» introduced by the Federal regulations of the use of the air space of the Russian Federation [4]. According to the Land Code of Russian Federation the «aerodrome environs» is a zone with special conditions for the use of territories [12]. These zones are established affected with the limitation of on the use of real estate objects and activities.
The «aerodrome environs» can be divided into seven subzones, which establish a different scope of construction restrictions. The Seventh subzone of the «aerodrome environs» is a mechanism for ensuring environmental safety, since it is determined in accordance with the requirements for ensuring hygiene standards for noise, air pollution and the level of electromagnetic radiation.
Therefore, the design, construction and development of urban and rural settlements, as well as the construction and reconstruction of industrial, agricultural and other facilities within the airport environs should be carried out with regard to ensuring safety for the human health.
The article is devoted to the analysis of problems of providing the environmental safety when creating and operating capital construction facilities for various purposes on the «aerodrome environs».
