In Bulgaria, every municipality develops an Ordinance for the construction and protection of the green system, which regulates the public relations associated with planning, construction, sustainable maintenance, conservation, and development of the green system, regardless of the ownership. The local authorities are free to customize the ordinance as long as the goals and framework of the Spatial Development Act [1] are maintained.
Only 82 of the 265 municipalities have such Ordinances, including some stipulations regarding green roofs. Most of them set high requirements which do not reflect the actual efficiency of the green roofs and impede their construction in the country. Green roofs with depths under 30 cm are considered green area only in one municipality, with a coefficient 0.3.
Water retention is one of the main effects of green roofs in an urban environment. It can be used as a base for the comparison of the effect of roofs with different depths and for the calculation of multiplication coefficients for the regional legislative documents, which will help compensate the smaller efficiency of a certain depth with a bigger area.
The aim of this article is to analyze the available data for the efficiency of the green roofs in regards to water retention and propose a reasonable way to include green roofs with smaller depths in the green area of the urban territories.
The comparative efficiency of green roofs with different depths at equal rainfall conditions is calculated based on the analysis of the current legislative requirements regarding green roofs and literature data regarding the water retention capacity of green roofs. The analysis confirmed the applicability of the currently stipulated in the legislation coefficients for green roofs with a depth between 30 cm and 60 cm and served as a base for calculation of multiplication coefficients allowing green roofs with depth below 30 cm to be included in the green area.
