Modern intelligent transport systems are software complexes that continuously perform analytical and predictive tasks, the main purpose of which is the dynamic management of traffic flows to reduce the likelihood of traffic jams, solve environmental problems, and so on. In turn, the technologies known to the authors that underlie intelligent transport systems are closed to specific infrastructural objects and often solve the problems of some sections, without considering the potential impact of the decisions made on the further development of the situation in the remaining sections of the network. To solve this problem, it is necessary to systematically consider the impact of congestion and the decisions taken to eliminate them. As such a solution, the authors propose a formal model that makes it possible to assess the area of influence of a section of special workload, which is later combined into an interconnected network of models. Thus, making a decision at one point causes a chain reaction at others. This leads to the possibility of a comprehensive solution to the problem of traffic management.
