The article represents the results of a multi-year (1995-2011) monitoring of wind waves and wind parameters in the northwestern part of the Black Sea. The author gives a clear-cut presentation of the regime and extreme characteristics of wind waves and wind speed of the northwestern shelf of the Black Sea. The measurements were carried out on a stationary offshore platform Golitsino-4, located 50 km from the shore. A twisted resistive wave gage with a sampling resolution of 4 Hz and the possibility of registering wave heights up to 10 m was used to measure the wave heights. The wind speed and direction sensor was located at a height of 37 m. The wind speed was reduced from 37 m to the standard height of observation by the formula assuming the existence of a logarithmic sublayer. The registration of the wave heights was carried out during the 1995-2000 and 2008-2011, that is 12 years with the interruptions. As a result more than 31,000 wave records and 25,000 wind records were accumulated over the entire observation period. In order to obtain the wave and wind characteristics with a low probability of occurrence (once in 5, 10, 20, 30, 40, 50 years), the analytical distribution function of the extreme values of the investigated parameters was constructed. The distribution function was obtained by the annual maximum method with the use of GEV (Generalized Extreme Value). The greatest number of storms in the northwestern part of the Black Sea are caused by the winds of the southern rumbles. The height of significant waves, which is possible once in 10, 30 and 50 years, reaches respectively 3.8 m, 3.9 m and 4 m. The maximum wave height, possible once in 10, 30 and 50 years, can reach respectively 7.4 m, 8.6 m and 9.2 m. The maximum wind speed, possible once in 10, 30 and 50 years, can reach respectively 22,8 m/s, 24,4 m/s and 25,1 m/s.
