Since thermal energy is one of the most environmentally hazardous industries, the issues of environmental compatibility of thermal power stations (TPPs) construction are the priority. One of the main supporting pre-project documents on projected construction of TPP is a report on its environmental impact assessment (EIA). Due to the diversity of technology options for generating electrical power, as well as differences in natural and man-made, economic, social and other conditions of the territories intended for TPP's construction, TPP EIA reports are significantly different in structure. In connection with this circumstance the question of unification of issues on TPP EIA gains ground. The purpose of this work is to develop a harmonized TPP EIA issues structure. The methodical basis of this study was the pre-project studies on the environmental assessment of TPP's construction in the framework of engineering and environmental surveys performed earlier, as well as the author's experience in performing environmental reviews at various thermal power facilities. The purpose of TPP EIA report and an ecologically friendly decision on future construction are discussed. Typical structure of the EIA issues is presented. It is noted that structure of EIA issues provides relevant clarification depending on the technical characteristics of the TPP construction and on the conditions of the territory intended for construction.
