The purpose of this research was to study, analyze and evaluate strategies and concepts for recycling of waste related to the rests of burning processes form fossil fuels in the energy sector in transition countries. Accordingly to the European Opinion approach the objectives in future are to reduce the fossil energy resource utilization in order to minimize the negative impacts on the environment and human health. Meanwhile in countries that largely depend in energy production based on thermo power plants the main challenges are what and how to deal with the waste that rests from burning process.
In this article the case study from Kosovo situation will be used for the analysis how to identify the economic solutions and which are challenges that recycling project face the conflict potentials. In developing countries one of the major challenges is the reduction ,reutilization and recycling of waste, so the article will try to determine the possible development scenarios of recycling projects, ways to manage it and the impact and contribution that such projects will have in overall living condition improvements in society. The article aims to answer questions which project management approach will be most help full in recycling of industrial waste and which benefits will be conditioned from it. During this research the different methodologies and techniques are used, with broad concentration on primary and secondary data collected and laboratory works are undertaken to evaluate the appropriate utilization of industrial waste for recycling projects.
The results obtained shows great possibility for economic, environmental and other benefits from industrial waste valorization through the improvement of project management techniques in the sector. Finally it is important to mention that this field of research still in first steps that means debates and discussions are necessary in national and international level.
