The research paper deals with the issues involved in regulating cooperation between the EU and CIS in their space programs. The environmental factor in exploration and use of outer space for peaceful purposes has become extremely urgent in the light of intensified exploration. Analysis of the international legal regulation of the use and protection of outer space was therefore carried out with specific emphasis on the environmental factors. While many agreements containing no clearly expressed conservation nature have been established in the field of space use, some regulations on the environmental protection of outer space are fixed in the Convention on International Liability for Damage Caused by Space Objects.
The same standards, slightly amended, were also implemented in bilateral agreements, in agreements between Russia and individual EU countries and those between Russia and the EU, as an integral subject of international law. It was also established that there are no direct agreements between the EU and CIS in the field of protecting outer space, and although this significantly complicates the environmental protection of outer space, at the same time it determines further ways to intensify bilateral cooperation in this regard. While we are initially concerned with continuation of the dialogue and coordination of joint efforts to protect outer space, it is reasonable to move to a new level - implementation of the regulations of international agreements on the use of outer space on a global scale in the practise of relations between the EU and CIS in this area. |
