Every infrastructure development project encroaches upon habitable space and the natural environment. Local communities? doubts concerning construction projects cannot be effectively dispersed without public debate and the dissemination of reliable information. This is a very important consideration because infrastructure development is a public service, and construction takes place on land that constitutes private property at the planning stage. Public opposition can halt construction, and developers who disregard public opinion risk financial loss. This scenario took place during the construction of the August?w bypass. This article analyzes social and environmental conflicts that erupted in response to the above project. The analysis was based on the data provided by the Bia?ystok Branch of the General Directorate for National Roads and Motorways (GDDKiA), the environmental impact reports for the project and the information supplied by the Association for Transport Integration in Regional Capitals. The results of the analysis indicate that the construction of roads intersecting conservation areas and the repurchase of land that was not used in the project frequently lead to social and environmental protests. Constructive debate and mediation are required to address the needs of all parties to the conflict and work out a common position.
